I helped a woman leave Kazakhstan with her daughter. She was an ethnic Russian Christian in Almaty. She did it because she did not want her daughter to get raped. Her daughter had not been raped so far because grandfather walked with her to school and back every day, and the girl was only 12 when she was taken out of Kazakhstan.
This woman also did not want to deal anymore with the shakedowns of the tax police. What the Borat character portrays about Kazakh attitudes toward rape is quite accurate. It is worse than the movie shows. Even in cities, schoolgirls expect to be raped coming home from school at least once. Rape is winked at. If you are a member of an ethnic minority, (i.e. any non-Muslim) you will be targeted. This is not restricted to Jews, although Jews may arguably have it worse.
